York Infantry

Civil War question?
During the Civil War did the states have there own units or were they all Federal? Because I always see units beginning with whatever state they originated. Like the 21st Michigan Infantry, 54th Massachusetts, 93rd New York Infantry, and so on.
They had their own units that came under the command of the Federal government!
